Maritime Safety

Background

  • International Maritime Organization (IMO) requested strict safety management of domestic vessels and commitment to follow international treaties through the implementation of MAS system
  • A safety management measure for domestic vessels became necessary for Republic of Korea to acquire and maintain the status of an excellent nation in vessel safety management.

Relevant legislations

  • Ship Safety Act Article 69 (Foreign Control of Country of Port etc.) and Maritime Safety Act Article 56 (Inspection, etc. of Vessels)

Subject vessels

  • Among vessels regulated under the Ship Safety Act and Maritime Safety Act which travel international waters:
    • Bulk freighters·dangerous cargo vessels over 15 years of age
    • Vessels that have been subject to port embargo by port offices at foreign port authorities within the past 3 years
    • Vessels operated by owners with an average port embargo rate above the average rate for Korean vessels based on the port embargoes imposed by port offices at foreign port authorities
    • Other vessels (priority control vessels) specified by the Minister of Maritime Affairs and Fisheries including vessels with particularly high port embargo rates due to impositions from foreign port authorities

Special inspection procedure and method

  • Conduct inspection as stipulated in the Port Authority Control Procedure and release inspection report

Processing of malfunctioning vessels

  • Investigate whether evaluations have been conducted to determine the malfunctioning vessel's ship classification
  • Once critical malfunctioning issues have been identified, implement the confirmation procedure to check the vessel has been repaired before ship classification is recorded and the vessel is ready to depart from the port
  • Conduct special inspection and evaluation on a later date for vessels under PSC port embargo
    • Conduct special inspection according to the International Safety Management Code (ISM) for vessels with two consecutive port embargoes imposed and vessels categorized as priority management vessels
