Function of Port State Control (PSC)

  • Protect the environment of domestic ports and secure safety for people at sea
  • Inspect implementation of security measures to prevent the threat of international terrorism
  • Protect the shipping market by policing substandard vessels
  • Prevent accidents caused by human error by inspecting qualification standards and labor conditions for crewmen

Primarily inspected vessels

  • Vessels with high Target Factors
  • Select vessels to be inspected with consideration to age of the vessel, recent inspection date etc.
    • Logon to the Asia Pacific Computerized Information System (APCIS) and check vessel information (target factors such as substandard vessels)
    • Vessels with malfunction reports lodged by port authorities or pilots
  • Vessels notified after PSC inspection from another port authority
